THE U.S. EMBASSY – BELGRADE ANNOUNCES THE 2010-2011 ACADEMIC YEAR ANNUAL COMPETITION FOR THE HUBERT H. HUMPHREY FELLOWSHIP FOR CITIZENS OF SERBIA

THE COMPETITION IS OPEN FROM APRIL 29 TO AUGUST 10, 2009

The Office of Public Affairs of the Embassy of the United States of America in Belgrade announces the competition for 2010-2011 Hubert H. Humphrey Fellowship for Serbia.   

The Humphrey Program is a Fulbright program that brings accomplished mid-level professionals to the U.S. for a one-year non-degree program of academic and professional work.

The Humphrey Fellowship is granted competitively to public and private sector candidates with a commitment to public service.  We are looking for the appropriate candidates in the following fields:

1. Agricultural and Rural Developmental
2. Communications/Journalism
3. Economic Development/Finance and Banking
4. Educational Administration, Planning and Policy
5. HIV/AIDS Policy and Prevention
6. Human Resource Management
7. Law and Human Rights
8. Natural Resources, Environmental Policy, and Climate Change
9. Public Health Policy and Management
10. Public Policy Analysis and Public Administration
11. Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
12. Substance Abuse Education, Treatment and Prevention
13. Technology Policy and Management
14. Trafficking in Persons, Policy and Prevention
15. Urban and Regional Planning

Eligibility requirements:

• Appropriate candidates are mid-career professionals in leadership positions who have the required experience, skills and commitment to public service and potential for advancement in their professions;
• Applicants must have a minimum of five years of professional experience prior to August 2010 and should be policy-oriented, rather than research- or technically oriented;
• Applicants must have at least a first university degree;
• Applicants must be proficient in both written and spoken English with a minimum TOEFL test score of 525 paper-based, or 195 computer-based.

Please note that ineligible candidates include:

• Recent university graduates, university teachers or academic researchers with no management responsibilities (except in the field of the Teaching of English as a Foreign Language);
• Individuals who have attended a graduate school in the U.S. for more than one academic year during the past six years, and individuals with other recent U.S. experience (more than six months during the past four years);
•  Local employees of the U.S. Mission in Serbia who work for the U.S. Department of State, and members of their families, as well as individuals with dual U.S. citizenship or U.S. permanent resident status.  

Dependents:  Please note that the Humphrey Fellowship stipend is not sufficient to support anyone but the grantee, and that the award does not include additional allowances for dependents.  Candidates who are planning to have dependents join them in the U.S. following arrival in the U.S. should bear in mind the high cost of living in the U.S. and must show proof of adequate personal funds to cover living expenses and dependents’ health insurance.

Application Deadline: August 10, 2009

The interviewing of the short-listed candidates will take place in September, after which time the most successful candidates will be registered for the TOEFL test.  The final selection and placement will be made in mid March of 2010, in Washington.
